The Legislative Accountability and Bureaucratic Reset Amendment
SECTION 1. All legislative powers herein granted shall be vested exclusively in the Congress of the United States. Congress shall not delegate its lawmaking, regulatory, or binding rule-making authority to any executive agency, department, commission, or unelected body.
SECTION 2. Any regulation, directive, or administrative rule carrying the force of law, civil fine, or criminal penalty existing prior to the ratification of this article shall become null and void five years after the date of ratification, unless explicitly enacted into law by a standalone, recorded roll-call vote of both Houses of Congress.
SECTION 3. Every law enacted by Congress, including those explicitly reauthorized pursuant to Section 2, shall expire twenty years from its date of enactment or reauthorization, or five years following the ratification of this article, whichever is later, unless explicitly reauthorized by a recorded roll-call vote of both Houses of Congress.
SECTION 4. Any person directly subject to a binding regulatory mandate, civil fine, or criminal penalty initiated or enforced by an executive agency shall have standing to seek injunctive and declaratory relief in federal court. In determining whether an agency has exercised undelegated authority, the reviewing court shall grant no deference to the agency’s interpretation of law or statutory mandate.
